I immigrated from the former Czechoslovakia so I could live with my son. He was born and lived with his grandmother in Cuba. His Mom died eight days after his birth. Two years later my future wife left her homeland. Our daughter was born in Toronto, and son in Vancouver. For the first time I saw my oldest son in Cuba. He was 6-years-old. When he was 8-years-old, he visited us. After the death of his grandmother, in August 1997, he too immigrated. We then worked as foster parents, model caregivers with excellent results and reviews. Most of our foster children had Special needs. On December 30, 1997, 150 days after our child's arrival, we reported Joe's immodest behavior and the possibility of his suicide. Instead of providing immediate hospitalization and Suicide Watch, malicious officials cooperated to accomplish: "1) prosecution, criminal conviction and therapy for 12-years-old newcomer, 2) prolonged therapy for his six-years-old sister at the Vancouver Incest and Sexual Abuse Centre, 3) counseling services for both parents at VISAC or any other agency, 4) parents' cooperation with plans for their children as determined by social workers." Their first plan: voluntarily commit either Joe, or the rest of children, except Joe, for three months into state custody. Our flawless record of caring for children with Special Needs, including five months of caring for two sexually abused and abusive children and their little sibling, was entirely irrelevant to them. We told Joe that he must with us sign a "Voluntary Care Agreement" and live with some strangers for a few days. On January 8, 1998 we decided to leave Canada forever, and as soon as possible. A therapist for Children and Families worked hard to implant false memories to our daughter. Another Family and Children's Therapist for the next three months mentally tortured Joe in illegal state custody, opened his sessions ´the torture is starting´, called him ´Tonto´ and threatened him with a long imprisonment. Informed authorities ignored the cancelation of our consent for this individual's contact with Joe, our demand to replace him with a licenced psychologist and cancelation of the Voluntary Care Agreement. After repeated intimidations and threats that the police will violently take away all our children, unless we sign another Voluntary Care Agreement, my wife with our own children fled to USA. After five months of extreme psychological abuse, Joe with our consent decided to return to Cuba. Malicious government officers thwarted his right and ruined his life, contrary to the UN Convention on the Rights of the Child, Canadian Constitution, Charter of Rights and Freedoms and other laws.
On the fifth day after the announcement that Joe is going back to his homeland, the following fax circulated among the Ministry officers: "This new situation has come up that’s very stressful for them. Mr. Fisher’s ability to cope under stress is questionable. I know we have all been questioning his mental health. I think he is "a time bomb waiting to explode" and worry about how that is going to occur." Contrary to following perjuries that "the child’s development is likely to be seriously impaired by a treatable condition and the child’s parent refuses to provide or consent to treatment" and "the child’s parent is unable or unwilling to care for the child and has not made adequate provision for the child’s care", we still flawlessly parented children entrusted in our care by the Ministry. On Mothers Day, social workers apprehended our last foster child from his preschool. After being one family for over two years, we were not even allowed to give him his clothes, toys and say good-bye. Until the end of the school-year, Joe was every school day twice humiliated in front of his classmates, when cabdrivers picked and delivered him between school and unsafe Foster home. At the end of May, the police informed us that Joe will be charged with Sexual assault, contrary to the Criminal Code, S. 465: "Every one who conspires with any one to prosecute a person for an alleged offence, knowing that he did not commit that offence, is guilty of an indictable offence and liable to imprisonment for a term not exceeding five years."
