I, Josef Fisher, prisoner of conscience # 04746160, am guilty of Criminals’ Harassment.

Between 12.1.1998 and 12.2.1999 I harassed Public Officers by sending them thousands of written complaints - requests to stop the abuse and discrimination of my children and family, reporting horrible crimes committed by Social Workers.

Mens Rea: To stop Ministry for Children and Families, Police and Crown’s abuse and discrimination of present and future victims - innocent children and families.

Motive: My 12 years old son had been persecuted for his stupid and immoral acting, horribly tortured, intimidated, threatened, and humiliated, illegally deprived of his freedom, liberty, safety and security for 230 days, even illegally held in Canada against his and my will. In spite of Ministry keeping record of my excellent parenting and foster parenting I was categorized that I physically abused and sexually exploit the children, not giving consent to the treatment, not providing adequate provisions. At the same time and long after that I fostered children with special needs for the same Ministry

MO: Thousands of written complaints, requests to stop abuse and discrimination and reports of horrible crimes committed by Social Workers, sent to many governmental agencies, i.e. different divisions of Vancouver Police Department and Crown Counsel between 12.1.1998 and 12.2. 1999. On 12.2.1999 I was arrested and imprisoned up today to prevent my first act of civil disobedience (= non violent resistance), announced at 19.2.1999.

Conviction: I am convicted criminal guilty of criminal harassment by expressing in my complaints what is the cause of Miss Laycock’s behaviour (childless, sexless, evil monster with deformed body and inferiority complex). Her paranoia forces her to falsify documents and destroy families in conspiracy with her supervisors. The only purpose of my requests to stop abuse and discrimination and to investigate crimes of public officers is completely ignored.

Extenuate circumstances: I had been defrauded by government to believe that :

1) I have the Right to be treated as a human being with respect and dignity, equal before and under the Law without discrimination.

2) Efforts to stop child abuse and reporting crimes is my duty and also freedom of expression.

3) Public officers are accountable for their willful disobedience of Laws.

4) The purpose of complaints is to prevent abuse and discrimination of future victims

5) Citizens have lawful authority to report crimes of Public officers and can not be persecuted for those complaints.

Request for punishment: All efforts to correct my fight for Human Rights, Freedom and Justice in correctional institutions are hopeless. I am recidivist, conditioned for years by communists to stand against them for Human Rights. The only efficient punishment is deportation. Unfortunately I and my wife worked hard to became Canadian Citizens and we believed to the Canadian Charter of Rights and Freedoms. We demand cancellation of our Citizenship and a deportation to Free Country on Humanitarian Grounds.
